Update on the Green Paper
The Children and Families Bill, Support and Aspiration: a new approach to special educational needs and disability: Progress and next steps was published by the Government on 15th May 2012. This was in response to the Green Paper consultation and reported on the Government’s next steps.

June: First update on emerging findings from pathfinders is published by SQW
September: Draft clauses for the SEN & disability section of the Children and Families Bill published for consultation
In Pathfinder areas, parents start testing a single assessment and plan
Autumn: Scrutiny by Parliamentary committee
2013
January: Bill introduced into the House of Commons
March: End of pathfinder activity
Final evaluation of the pathfinders published with findings to be fed into the legislative process
April: New systems introduced by the Health and Social Care Act become operational
May: Bill carried over into next Parliamentary session
October+: Parents in pathfinder areas would start their first annual reviews of EHCPs
2014
Early: Bill receives Royal Assent
Mid-2014+: Implementation
