In a letter to local authorities about the format and wording of EHC Plans, senior officials at the Department for Education reiterate that:
- special educational provision should be detailed, specific and normally quantified
- vague phrases such as regular, access to and opportunities for should be avoided
- speech and language therapy should normally be recorded as special educational provision
